New Students

2023-24 School Year

The 2023-24 application window closed May 15, 2023. The Hope Scholarship Board will continue to accept late applications for the 2023-24 school until February 28, 2024 for those students who are newly eligible for the program under the 45-day rule. The Board will also accept late applications for eligible students who missed the application deadline for 2023-24 on a case-by-case basis due to extenuating circumstances until February 28, 2024. Students wishing to apply outside of the application window under either scenario must submit the online Hope Scholarship Application Request form by no later than February 28, 2024. Please do not apply directly in the EMA system until being contacted by Hope Scholarship Board staff regarding your application request.

2024-25 School Year

The application window for renewal applicants for 2024-25 will be open from January 3, 2024 to June 15, 2024. For new applicants, the Hope Scholarship Board will accept applications year-round, but the timing of submission of the original application for the program will determine the amount of the Hope Scholarship received for the student’s initial year of participation in the program. The application windows for 2024-25 and the corresponding funding amounts are outlined in the chart below:

ELIGIBILITY

To qualify for the Hope Scholarship for the 23-24 academic year as a NEW applicant, a student must be a West Virginia resident and be one of the following:

  • Eligible to be enrolled in kindergarten for the 2023-24 school year
  • Enrolled full-time in a West Virginia public elementary or secondary school for the entire instructional term of the academic year preceding the academic year for which the student is applying to participate in the Hope Scholarship Program.
  • Enrolled full-time and attending a public elementary or secondary school in West Virginia for at least 45 consecutive calendar days during the current instructional term at the time of application. The student must remain enrolled and attending the public-school program until a decision is reached on the Hope Scholarship application.
    The West Virginia Attorney General issued a written opinion letter on November 16, 2023 related to the practice of dual enrollment. This written opinion impacts students pursuing eligibility under the 45-day rule and can be accessed at the icon below.
